  SPR# CLEN8GRRR5 - Fixes issue where in some situations, ticket lists were being left behind and not being cleaned up.  These build up over time.  This fix cleans out old ticket lists at the beginning of resync if DAOS_RESYNC_PURGE_TICKETLISTS=1, and also runs compact at the end of resync if DAOS_RESYNC_COMPACT=1 is set.
